Where does our road tax go?

Total revenue received from VED is actually around £7 million,
but motorist in general with fuel tax etc. provided £32 billion in 2010: (some say nearer to £45 billion.)
Spent on UK roads in 2011: £9.45 billion (less than a third)
Spent on public transport and railways: £12.5 billion

That still leaves over £10 billion unaccounted for...
