It would seem that if this proposal goes through then any form of modifying will be outlawed. The proposals are due to go to parliament in SIX WEEKS !!. if unopposed they WILL become law.
For those of us with a historic vehicle I find this bit worrying

When they say "It is maintained by use of replacement parts which reproduce the historic components of the vehicle;", they are saying that it has to be maintained using "factory specification parts", which are "approved" by the manufacturer.
So, there will be no change of engine make/size from that which the car came with, no alloy wheels unless that car came with them & then it would have to run OE wheels, no brake upgrades, steering, no suspension changes, no aftermarket exhausts systems, no exhaust headers, & no body modifications. There has been talk that there were discussions on whether or not a historic vehicle should also be painted in a factory colour only. Every part of the car should use OE (original equipment) parts.
These proposals are for ALL cars, not just historic. They are even changing the laws regarding trailers.
Here's a link to a thread that ran on here some time ago with some more details. At this point it was thought that it would "never happen", now it's going to go through parliament in six weeks if it can't be stopped.
