Attached are two pics of the drivers wiper arm and blade....on the down sweep it is pivoting and stopping the arm from coming to rest horizontally....it looks like the clip with the rivet has been rubbing on the hood as its scuffedto bare metal and there
Looks to have been a secondary attachment on the knuckle of the blade at the rivet...which has been snapped or cut off at some point....any ideas as to how to fix...also its a different blade and arnm from the passenger side.

I think you've nailed this issue - if the arm is different it may be running higher and / or the blade isn't the correct type and rides higher. The hideaway wipers don't leave much wiggle room and require a relatively low profile blade. Here's a thread i made the other day and below are some pics with measurements. How does yours measure in comparison? I'll get a pic of the arm and blade tomorrow as well.

In your close up pic, it appears that there is an extra pivot point. Looks like someone fabricated a mount to make the arm go from it's connector pin which is facing down (into the car) and used the mount to have a connector facing flush with the window surface (at a 90degree angle from the arm). On the stock arm, the connector pin is flush against the window, so looks like the blade could be ok, just the way it's mounted to the arm.

Where possible, a photo sharing service can be used such as Flickr, Imgur etc. The image location (usually ending in .jpg) can be copy and pasted between the ][ brackets that appear when you click the 'Img' button (you can find this button at the top of the message box).

How to post youtube vids: Click on the 'youtubeHD' button at the top of the message box and in the middle of the ][ brackets that just appeared, copy and paste everything from the youtube web address that appears after the = sign i.e if this is the url: https://www.youtube.com/watch?v=K2cNqaPSHv0 just copy "K2cNqaPSHv0").

It should have another link on there if they are the hideaway wipers. I'll take some photos of mine tonight so you can see what I mean.
