I've just had my car fail its MOT on the headlights. The tester is insisting on either UK specific lights or beam deflectors, I've never encountered this as being an issue before and looking back through all of my old MOT certs, it doesn't appear to have been an issue since it first came to the UK in 2003. Has anyone else had this problem?

I would change testing stations , my MIL drives a rusty crappy old escort estate which has for the last four years had advisories about rust and dodgy brake pipes , took it to a different station and the brake pipes and rust weren't even mentioned ! Likewise I was told last year that I would need to replace the front discs on my shogun for this years mot as they were "near the wear limit" , changed testing stations and it wasn't even mentioned this year.

As an MOT tester I can tell you that tests are not all the same as Twistedsanity has mentioned. However, changing stations may not help if they say the same thing and you are out of pocket for another MOT! If your current tester says deflectors will let it pass, stick 'em on! Isn't that the easiest solution?
That fact that it hasn't failed before is not relevant, there are some very slack and/or crap testers out there. Your job is to find how to make it so the tester cannot fail it. Good luck.
Cheers, Martin
