As I made my own dual exhaust on the cheap I might be able to help you out. So for headers it depends if you want to keep the factory smog system, really you might get away with removing it, since its an import and no one knows jack about these at a garage. I even had a mot tester try and fail it on the inertia seat locks since he probably never seen any before! If you want to keep the smog system it limits your choices to basically 2 options:

Edelbrock 68752
Otherwise there are some cheap chinese stainless headers, don't know if they actually fit though! I did go for one since I didnt have the fume extraction gear to weld it safely in case they didnt fit.
Think they usually include the Y pipe to connect to the rest of the system which you could modify to make a true dual exhaust. I then used a stock I pipe to make the second pipe and then a dual input backbox that I found on ebay and shipped over here. Difficult to find exhaust mufflers that are large enough and the right dimensions in the uk I noticed, and really you want as big as you can find unless you like driving around with earplugs. Oh and the power gain for me is at least 30hp by my g-meter, long tubes will net around 60hp from what I have seen but arent in the low budge thing you wanted. Oh and final tips don't used header wrap or they will rot and you will have fun with that dipstick trying to install it again!
