New front discs n pads. Nearly new rear shoes.
All fitted correctly. Shoes right way round.
New proportioning valve. Bled fine.
When braking hard the rear drivers side locks first.
On brake test rollers all fine and working.
Whats the cause or is it normal as back is lighter?

Forgot to say that front calipers were cleaned up when nice stuff fitted
But not replaced. They were sticking b4 clean up.
But have noticed rattle from front end even tho clips fitted.
Could it be calipers again?
Front discs showing little or no wear since fitting on outside face of disc showing thru wheel.

I don't think I ever got my rear drums to lockup (before disc conversion ) even with new drums, cylinders and heavy duty shoes.
I'd check a few things.
Are the master cylinder and proportioning valve connected correctly and right way round as pressure is quite different front to rear.
Rebleed master cylinder.

The front discs should be really hot and impossible to touch after a swift drive so if not they're not working properly. .

Rears lock up on my 67 I think because its the wrong master cylinder and proportioning valve. on the rollers it shows that the fronts are not working much more than the rears, were it should be double ish atleast.

Leaking wheel cylinder can cause the drums to lock, but I would expect that to show up on the rollers.

How easily does it lock? Are you doing a full emergency stop to test, or 'normal' braking?
